In some covens, and within some occult orders, a year and a day is the minimum length of time you’re required to spend in one degree before moving onto the next level. Some handfastings last for this period. It may be based on English law which states that if you harm someone, but they do not die from that action for a year and a day, you are not responsible for their death.
