There's no shame in wanting the crack dealer or wife beater elsewhere. Since tar and feathering is prohibited, try a more subtle approach. Find something that you know your neighbor stepped on - a leaf, twig, or pebble will do, although if you can lift an entire footprint out of the ground, it's ideal - and put it in a bowl or cauldron. Mix the item in with any hot-and-burning spices you can: peppers, cinnamon, cloves, garlic. Take the bowl outside, and over top of it, light a dried chili pepper (be careful not to inhale the fumes, and ear gloves!) Mix the ashes into the mix in the bowl, while repeating:

speed you on your way.

Scatter the ashes in your neighbor's path or by his/her car, and cleanse your bowl with salt and water when you've emptied the contents. Repeat, and call the police as needed.
